I'm making about 300whp and ran 12.5 @ 110 with a crappy 1.8 60 ft.  With another 100 horsepower I should be able to break into the 11's.

If a heavy VR4 is able to do mid 11s with 15G turbos and a good driver, I am pretty damn sure an evo with 400 hp will be able to do that too with a good driver

Next time I run my EJ8 I'll be aiming for low 12s. Better yet if I'm lucky enough 11s. I guess it all depend on how much power I'll be making with my sohc vtec turbo. If I do indeed reach my goal at 400+ HP on E85 than 11s should be no problem. With a good size slicks of course.

You should post up some pictures of your car in the pictures section.

As you know from physics, torque = force * distance so the farther from the center of the wheel that the rim is, the more torque and power it will take to turn.

I would but my car isn't ready yet. Right now it's just a stock motor in my ej8 until my other motor is done. Oh and I'll be trying to achieve my HP goal with my AC too. Hopefully, my AC will still work with all the heat my turbo setup will be producing. Otherwise, a top mount with a holset hx35 will be added to the list. As soon as I'm done with it some pics will be up.
